The Integrated Transport Centre (ITC) of the Department of Municipalities and Transport in Abu Dhabi announced that it will start the implementation of the Traffic Detour Executive Regulations in Al Ain City and its suburbs on 1st January, 2021.
This comes after the implementation of the regulations in Abu Dhabi City that was on 1st October, 2020, in order to ensure that roads infrastructure projects are constructed following the highest standards and in a way that enhances traffic and public safety.
The Executive Regulation organises the construction work in the right of way and addresses the required rules and procedures that must be followed during the execution of construction work including fines and violations.
ITC developed an online system on January 2019 to allow registering, submitting requests and obtaining permits through its website www.itc.gov.ae.
ITC issued the implementation guidelines of the Traffic Detour Executive Regulations to address all related policies, procedures and required practices that should be followed to ensure the safety of the public.
The Executive Regulations prohibit all construction work in the right of way without firstly obtaining a traffic permit. This is in order to ensure the safety of the public and not to damage public and private facilities or infrastructures. Fines are enforced against entities that implement construction work without obtaining traffic detour permit.
Only in case of emergencies, construction work is permitted to be executed before issuing the permits as long as ITC was informed once the construction work is started and ensure that all the safety requirements are followed. Additionally, a permit request must be submitted within 24 hours after the implementation.
According to the regulations, the concerned entity will bear full responsibility of repairing any damage caused to the roads, service lines, the operational equipment or constructions located in the right of way like road lighting, traffic signs etc.
ITC issues traffic detour permits after obtaining the approvals and no objection letters from concerned entities according to Abu Dhabi Guidelines for Work Sites and regulations followed in this field.
